Visa restrictions an opinion

The recent decision by the United States to restrict the visas of personnel working for the International Criminal Court disturbs me on many levels. I cannot see how placing restrictions on visas would deter or prevent any potential investigations into the activities of service members in Afghanistan from going forward. Such restrictions are counterproductive and diminish any claims by the United States asserting and invoking the rule of law.
